I recently got a set of rails off a 2016 LR4 that fit properly on the original car and for some reason the attachment screws that secure the rails will not tighten down all the way. I have the stainless washer in between the rail and the roof but there's still a lot of movement when fully tightened down. Do I need to clean up my threads or is it possible Im using the wrong washers?

You should chase the threads and clean the gunk out. No reason the tork screws won't do the job. I just did the same from a 2015 LR4 long rails to a 2011 LR4. Then swapped for short rails from a LR3 with the LR3 torks.no issues with the fasteners. Cheers!
