Sounds like a bad ground or bad connection. I'd say check the grounds, clean, grease and reattach and then take all those bullet connectors apart, clean, grease and reassemble. I've found that a dremel tool with the wire wheel cup does a great job of cleaning these things, then use a small portion of dielectric grease. While you have everything apart, you might want to get new connectors and you might also want to investigate putting relays in for the headlamps...
