Trouble passing emissions and carbon only on one side of spark plugs?
My 1996 Land rover discovery failed it's smog test
HC GPS READING 1.5511 LIMIT 1.2000, CO GPM READING 21.5790 LIMIT 15.000, NOx GPM READING 4.8867 LIMIT 3.5000
I changed the air filter, plug wires spark plugs and ran high end fuel and injector cleaner through it but still runs about the same. (no problem starting up when cold but some times run low rpm at idle when hot. No smoke out the exhaust and drove it across the USA with no problems) Plug seem to have carbon only on one side. you can see spark photos
Any thoughts?

From my experience as a certified repair technician with the Ontario Drive Clean Emissions testing program since 2000, I would tend to expect a failed catalyst in most cases where there is failure in HC, CO and NOX.
Does the vehicle set any fault codes?
