One way I've heard works is jacking one wheel up. It should be able to turn very slowly with a considerable amount of pressure. You may need to stick a pipe in the rim or something for extra leverage. Another way to check if it's locked up (which it would be if it has failed), check your tires. They'll be wearing funny and getting choppy. You'd also notice hard turning becoming more difficult on pavement.
