Thank you for that info now my second question is, where do both the tubes connect to?

Also what is that T shaped part and what and where do the tubes trace to and from?
Ex: one end of the tube starts here and connects to this...etc

@lwbblue: I put my hand there and I felt the suction and the idle went down then leveled out....so I checked the hose and it was cracked... I then replaced the hose...it ran good for a while but then started to stutter again.....here's a question:

The idle stepper motor that I have is from a Chevy astro.
1. Can that affect the idling?
2. Should I get a Lucas idle stepper motor?

If it is the part # that folks have been substituting the Lucas IAC with for years it's the same. I use one myself.

If one hose was cracked chances are others are as well. Replace them all and clean out the hose from the IAC and the throttle.

@roverandom: you suggest that I replace all the hoses.... How many hoses are there to replace... I thought it was
1. The hose from the top of the plenum to the forward part of the distributor
2. The hose from the vacuum ball to the passenger side of the plenum.....
I have already replaced those hoses today.
