SOLVED:

Okay, I broke down and took it to the shop. Turns out there was a loose wire on the back of the passenger compartment fuse panel which was preventing the IDM and BCU from talking. So I was close. That bad connection still allowed the relays to power up but without a feedback loop they wouldn't actually run. I'm embarrassed I couldn't solve it myself but I did get close so I'm giving myself half credit.

If you are in Minneapolis and need Rover work I can highly recommend Top Gear Autoworks. I called and they got me in right away. VERY reasonably priced and their mechanics are friendly and were willing to listen to the problem and what I'd done to that point. Really good experience.

Hi - I tried researching this on the forum and found some clues but so far, no good.

2001 Discovery II, ~164k miles.

Bottom line: No turn signals, no hazard flashers, and can't shift out of Park.

UPDATE: What do you think? Bad BCU? I've read RAVE and it seems to me all of these malfunctions end up in the BCU. All fuses, lights, relays, etc work fine when tested. The BCU seems to be the clearing house for the information coming from these circuits and I think there must be an issue with it.

Any thoughts on bad BCU symptoms? Cost to replace (parts and flashing, labor seems easy)?

TURN SIGNALS/HAZARDS:
Turn signal and hazard indicators on the dash flash (rapid, but not burned out bulb rapid) but no lights work outside. I checked the 15A fuses with a test light and they are good to go.

I also checked the 5 pin relay under the hood. Seems to be good - clicks under load and voltmeter shows the circuit is opening and closing properly.

EDIT: Neither the turn signal or hazard indicators on the dash work when the headlights are on.

UPDATE: Checked the bulbs by connecting the holders directly to the battery.I did find 4 burned out bulbs and replaced them. Two were hazard and two flasher. One bad bulb per corner. No change otherwise.

SHIFT OUT OF PARK:
Brake lights work when brake pedal is depressed. I am currently manually operating the plunger to shift out of park, so I have a working solution for now.

I have changed the brake switch (this solved the shift out of park issue the first time this happened about two months ago.) It did not solve the problem. I checked the continuity on the old switch and it reads 0. The switch isn't marked so I did not test this under 12v power.

I was thinking it might be the solenoid in the shift console but was wondering there was a way to jump it to test that idea.

This all started last week by the way. I changed the oil and, while I was at it, decided to disconnect the negative battery cable in an attempt to clear the SEL which had popped up after my daughter put the gas cap on wrong.

The odometer is also flashing if that helps. The dealership said they could fix that with TestBook, I believe, but that's really not a first tier issue for me right now (unless that's a cause here).

Any ideas out there? I would genuinely appreciate any input.
